As of writing, the only way to obtain Paimon's "Food Fund" is to complete the Villains World Quest.
Villains Fontaine World Quest Guide
The item can be found in the Precious Items section of the Inventory.
Using it will make the item disappear from your inventory, but in turn will give the player 15,000 Mora.

Paimon used part of her personal "Food Fund" to pay for your commission fee. Hmm, now that you think about it, she probably has more squirreled away, doesn't she?
I WILL NEVER USE THIS!! Totally wish it was a floaty gadget 🥺 I imagine it would make a cute chime sound (like Barbara's walking/attack sound) and there could be like 4 little glowing mora's rattling around in it as you move... -- (I also rlly wish the "!" would disappear while it's sitting in the inventory 😓 It hurts my OCD so bad lulll...)
