Neuvillette's Best-in-Slot

The Tome of the Eternal Flow is specifically tailored to Neuvillette and his gameplay due to his reliance on Charged Attacks and HP consumption.

Wriothesley may use it as well, although to a lesser extent, as the extra HP stats won't be as useful for him as with Neuvillette, and it does nothing to help his Normal Attack strings.

Other Characters Need to Manage Their HP

The Tome of the Eternal Flow is viable for other characters who rely on Charged Attacks, provided that you can meet its requirement of fluctuating HP. Yanfei, Ningguang, Klee, and Lisa may benefit from its CRIT DMG and increased Charged Attack DMG.

At the moment, no other DPS catalyst user can actively manipulate their HP the way Neuvillette and Wriothesley can. Therefore, be sure to bring a healer and lessen the use of shields if you want to take advantage of the weapon's Passive Talent.
