It is revealed that the Wings of Merciful, Wrathful Waters is released along with the nation of Fontaine. They are the Fontaine's regional Wind Glider.

Much like Genshin Impact's other regional Wind Gliders, players can only get this by increasing their reputation through the Fontaine Reputation System, which will involve completing weekly Requests, Bounties, and overall region exploration!
