To unlock Delusion, you must have first completed, Those Who Yearn for the Gods' Gaze quest, the second part of Archon Quest Chapter 2: Act 3.
List of Story Quests
Talk to Kokomi and Gorou about the recent fiasco about the Delusions. Discuss what your next steps will be with Kokomi and she'll tell you that the suspected location where Delusions are made is like to be in the cliffs near the ocean, southwest of Yashiori Island.
Head over to the location in Yashiori Island that Kokomi mentioned and enter the Delusion Factory.

| 1 |  Defeat the Fatui enemies in the first room and pick up the amulet from the altar. Then, go down the next room using the elevator. |
| 2 |  Once you're inside the second room, defeat another wave of Fatui enemies to remove the seal on the door. Don't forget to pick up the amulet from this room. |
| 3 |  Climb the ladder behind the door and press forward until you reach a floating platform that goes up and down. There are three platforms in total, all of which you need to use to ascend to the next level. Be careful not to fall down as doing so will kill your team. |
| 4 |  From the platform, go towards the hallway until you reach the end. Pick up the amulet from the altar by the ledge. |
| 5 |  Jump off the ledge to go back to the first room and place all the amulet on the door to unlock it. |
| 6 |  Once inside, defeat the two waves of Fatui enemies. It's going to be a difficult battle, so make sure to bring a healer/shielder with you! |
After the tedious battle in the domain, the 6th of the Fatui Harbingers, Scaramouche will introduce himself to you. Confront him about the mass-production and distribution of Delusion.
