The 3.5 Livestream announced Dehya's addition to the pool of 5-Stars in the Standard Banner on Version 3.6, which was released on April 12, 2023!
Version 3.5 Release Date and Patch Notes
After the end of Version 3.5 and the start of the 3.6 update, Dehya became a permanent addition to the Wanderlust Invocation standard banner.
Just like Tighnari, players will have the chance to pull for her with Acquaint Fates!
Dehya was also added to the Character Event-Wish banners at a standard rate, meaning you have a chance of getting her there, as well.

There are now 6 five stars in the current Standard Banner. With Dehya added, it will be significantly harder to pull for any of your desired 5-Stars in this banner.

With the exception of Keqing, and Tighnari's release banner, all standard 5-Star Characters in the current Wanderlust Invocation don't have their own featured wish banners.
Keqing's banner and Tighnari's banner have not returned ever since their initial release.
There's a chance that Dehya won't appear again in her own featured banner in the future.
