Northeast of Hadramaveth Desert

Go to the teleport waypoint in Dunes of Steel and walk up the mountain tow|ards north. There will be a withered tree in front of blue banners. This Fatui encampment is the designated location in the letter!

You will need to sit on the chair found there to advance the quest.
