You'll need the Liloupar Gadget to dispel Atmospheric Vortexes, so make sure that you have it in your inventory first!
You can get the Liloupar Gadget by completing the second quest within The Dirge of Bilqis Quest Chain, The Temple Where Sand Flows Like Tears Quest!
Jinni in the Magic Bottle Liloupar Guide
With the Liloupar Gadget equipped, walk towards an Atmospheric Vortex and make contact to get rid of it. There might be special objects hiding in them, so be sure to check each Atmospheric Vortex you run into! Though, some of them won't actually reveal anything useful.
There are two types of Atmospheric Vortex in the Desert of Hadramaveth: the small, spherical Atmospheric Vortex and the large, cylindrical Atmospheric Vortex. The larger ones require two charges (the "pink wings" around the bottle) on the Liloupar Gadget to be dispelled while the smaller vortexes only require one.
You can increase the max charges the Liloupar can hold by completing the The Dirge of Bilqis and The Falcon's Hunt quests.

Using the Liloupar's ability on clearing Atmospheric Vortexes will consume its charges. The fastest way for the gadget to regain its charges is by looking for Jinn Shrines and getting close to one! Liloupar will mark these shrines on your minimap after collecting enough of her fragments in Desert of Hadramaveth quests.
If there are no Jinn Shrines nearby, you can also wait for a few seconds for the Liloupar to recharge her wings.
The Atmospheric Vortexes are atmospheric conditions in the Desert of Hadramaveth that obstruct your progress in exploration or hide objects. There are two sizes of vortexes: the Small Atmospheric Vortex and Large Atmospheric Vortex!
Both sizes may contain important items like the Dendroculi. You must go over quests to power up your Liloupar Gadget to clear up both types of vortexes.

If you've cleared all the world quests then the problem is that she's doesn't have enough Jinni's Might (fuel). Go to a Jinni shrine and stand near it to fill her back up. You can tell she's fully charged when she has 3 pink feathers on her bottle.
