You can get 66 Kalpalata Lotus on cliff sides and near waterfalls of Sumeru's Mawtiyima Forest, by the rivers of Vimara Village, Gandharva Ville, Apam Woods, Yasna Monument, and the areas around the Fane of Ashvattha.

These cliff side flowers are often in groups of two or three. You can collect them easier when using Nahida's Elemental Skill, and grab them from a distance!
