The Fruit of Fulfillment is a decent tool for characters who need both Energy Recharge and are the primary triggers for Elemental Reactions. Characters like Yae Miko, who has a high Energy cost and has slow Electro DMG from her Elemental Skill, will be able to ensure that they are the ones who will trigger Elemental Reactions
To offset how much EM it provides, the weapon will reduce the ATK% of your character. This is a huge problem for characters who are constantly on the field since it is harder to control and ensure that they are the ones triggering Elemental Reactions unless you purposely slow down your attacks.

It depends on how he's being used, but overall I'd say the best F2P Baizhu weapon is probably Prototype Amber. A strong case could be made for TTDS as a support weapon if energy isn't an issue, or Fav Codex if lots of energy/ team generation is needed. FoF can definitely be a decent option too, if used to trigger lots of reactions.
