I don't even say this to make a Nefer apology but it's just not the same thing. Dotore provoked a disaster in Tatarasuna village. There, there were kids, old people. And that's just one of Dotore's crime. Clearly Nefer and Dotore aren't on the same level of evilness. The problem with adding characters this evil in genshin is that it's not like in most gacha where character you pull don't really travel with you. In Genshin it's canon that you go camping and with them and give them gifts.
I don't underrstand why everyone use Nefer to explain why Dotore or Rerir could be playable. Clearly what nefer did is in no way the same as Dotore. Nefer did indeed destroyed two tribes. She did this by making them kill each other because they were blinded by greed. And they didn't killed each other in their village, it was on a battlefield so those who died there were warriors, people who live b sword, people who should have been prepared to die by the sword. Not old people or kids
they've already made Nefer playable - a murderer who destroyed two tribes, leading to their deaths in the desert. And as you can guess, a tribe consists of men, women, kids and old people. So why not Dottore? And we still don't know which one, Nefer or Dottore, killed more people.
also Raiden, Citlali are both horrible but Hoyo made them playable.
