The second part of the Seirai Stormchasers quest series will only be unlocked once you've finished Seirai Stormchasers: Part I.
Seirai Stormchasers: Part I Quest Guide
Go to the next location northeast of Amakumo Peak to seal the second Warding Stone.
When you get to the area, there will be Nobushi and Kairagi near the Warding Stone that you have to defeat.
Touch the three Paper Charm Hangars surrounding the Warding Stone. Two of the Paper Charm Hangars will be near the Warding Stone, but the last one will be a bit farther.
You can use the nearby Phase Gate to help you get around faster!
Go back to the Warding Stone to seal it! Rotate the top of the Warding Stone 3 times to match the Paper Charm Hangars and solve the puzzle.
For the second Warding Stone, the third Paper Charm pole is on the other side of the island, you will need to travel there by Phase Gate. Make sure to face the Warding Stone to that distant pole so that the number of Paper Charms matches.
Talk to Eiko once the cutscene for the receding storm is finished to complete the quest. Continue the quest series with Seirai Stormchasers: Part III!
Seirai Stormchasers: Part II is a subquest of the quest, Seirai Stormchasers, where you join the Adventurers Eiko and Taisuke in solving the problem of Seirai Island's constant thunderstorms.
