Mondstadt's blacksmith is Wagner, and his smithy is located just a couple of steps from the city gates. You will automatically unlock and trigger the quest after approaching him.

Wagner will tell you what he does in the Smithy, including custom-made weapons, in which you need to give him ores to complete. He'll then mark your map with the nearest ore deposit for you to mine yours.
