from the dps point yes. The tier list criteria said that the sub dps is it is based on best team comps. Thats the reason, why they send her down to S rank. In my option this criteria should change, that it is based on dps, otherwise the 4 other SS sub dps should be down ranked too. Sadly the explaination said, that Lauma has C2 Nahida included, which is only partly correct.

Clorinde was pretty equal to raiden on release, but natlan made her insane. Varesa was Clorinde level, so nobody really complained. Nahida, on the other hand, was blatantly powercrept, so many people complained a shit ton.
