Wouldn't it depend on the power of the resulting teams? Since the ranks are determined by the best team's strength with little regard to flexibility. After all Skirk has pretty much no team flexibility and is SS rank.
Pretty much all sources of information are biased, which is why you should always compare several different sources before deciding what to believe. Blindly trusting any one source is a recipe for disaster.

Why not put a columbina dps tier and build ? its a playable stile

Raiden, Hu Tao, and Navia should be placed in the same tier as Arlecchino. Their new wheelchair teams with Columbina and Inefa are now on par with — or even stronger than — Arlecchino’s best team. 🤭
