Speedruns generally should not be the measure for tier placement, frontloaded carries will always have a huge advantage if their dpr is enough for the boss. If not sustained carries will come out on top. The issue here is Alhaitham is slightly more sustained than Xiao, Xiao's damage considerably decreases after the first 8 plunges. This might be answer you seek, I think Alhaitham and Xiao should have the exact same placement considering their best teams in which Alhaitham's cost less

Xiao should be the same tier as C1 Alhaitham I think they both killed ruin serpant in 17s.

I do have 250 ER C6 Faruzan with Favonius. Xiao with 120 ER is much smoother than 100 ER when doing team rotation.

C0 Ayato is not meant to be boss killer either btw he is mosltly AOE DPS. Ayato is C0 R1 (some other DPSes too) yet the clear time difference is such a joke compared to the other whale setups.
And the point is that he did not utilize Childe's full potential because he did not double swirl. He has an advantage but he does not use it, simple

Neither Xiao had whale level investment in that video considering it was single target and there was no Furina and Xianyun then. C2+R5 Kazuha is way more investment than anything in Xiao's team. Xiao is also a top tier dps unlike Ayato so the fact stands
He still does even with favonius faruzan. unless your xiao is whaled out to the point you can one rotate the whole chamber with just one burst.
He does not need any ER in FFXX, especially if you are using Fav on Faruzan
Xiao wants ER like Diluc wants some EM.
Yea I did not mention Furina cuz there is no point for that. AOE nowadays is just 2 elite enemies per wave, not overcrowded mobs AOE
You questioned why Xiao is lower than Ayato and I gave you reasons why. C0 Ayato along with some other C0 DPSes already competing well without super premium giga whale teams.
So Childe clearly have the advantages there. The other supports all work better with Childe than with him. Kazuha can double swirl better with Childe, Pyronado long duration fits Childe more as Ayato onfield time is only 6 seconds so Ayato is 'forced' to dish out more total dmg in that short dps window relying on normal atk dmg mostly.
What I mean is both can be affected by the diminishing returns but you can actually stack em on your Diluc to balance his stats, Xiao does not have that so he gets affected more. Redhorn on Diluc is also a better stat stick compared to Homa on Xiao because Bennett can fix Diluc's low base atk (Redhorn has less base atk and more crit dmg) I like how you're not mentioning Furina's application issue because you also know it sucks especially against AoE. There is circle impact too yk
