I would consider more the ease of building xilonen, i mean, with her passive you just need to put def% pieces (in your artifact set, which is valuable) and even if you dont 20 then, xilonen easily gets high def at all and this is more valuable than kazuha cc. So maybe, xilonen > kazuha, not so sure.

If they at least move Mualani to SS I'd agree with you, so far it is very questionable.
Mualani > Al Haitham now that Xilonen exists and some bugs were fixed. And Xilonen also moves Itto (forgot he even existed) up to high A imo. Don’t know how C0 Xiao and especially C0 Diluc could possibly be ranked higher even. Still the best tier list out there but some older units should be tested with newer teams.

Bro, i talk about sub dps. In this case we will comparing fischl and raiden ability to deal damage while off field. Fischl has A4 passive easy to trigger, has bigger elemental skill scaling than raiden. Raiden is buff party elemental burst, her baleful omen damage is not that high, and also if the enemies have some shield you cant even trigger it. If you talk about raiden can give energy to the party its in difference case. Sub dps = how you deal dmg while off field.

In the normal Sub-Dps tier list, Furina is above Yelan even though both are c0, while in the c0 tier list, Yelan is above Furina but they're still both c0. Yelan at c0 is above Furina as a sub-dps so they should change the base tier list to how it is on the c0 tier list.
Did you understand that energy reg from Raiden`s burst mean she decreases energy regeneration needed for teammates at about 18%. Which means about 18% damage increase for all teammates cause you can exchange ER sub stats in favor of damaging stats.
