i think that honestly kinda when rating dpses there should be some notice about how character is good with or without investment, for example sure flins is better with ineffa and bina but for example best varesa team can be made just out of four stars, like i think it should be mentioned next to characters tiers or smth bc probably many f2p players use this site too and for them varesa would be for example easier to pull/build play than flins

she was at the top of SS in both dps and sub dps during her release and in the 2.X cycle

Only semi-genuinely. Really, his "hype" was largely fascination/concern over how the Genshin team was going to handle him. Could they pull off an older male playable character that actually looks like they fight? Did he have all the horses? Would he truly be a return to form after all the Natlan art-shift shenanigans? Whether they succeeded or not, I won't say myself
Was he hyped? Only mentioned few times in mondstadt and that's it. Also, he was a fraud and loser for the entire archon quest so pretty much no one gives af about him. The main dissappointment is his face though.

The post-AQ traveler buffs don't seem to be included in the changelog. I wonder if that changes anything in the tier list?
Because he isn't a main DPS, duh? Damage dealer are characters that need to be on field to deal damage. He doesn't need that, so he isn't one. Same goes to Yelan, Albedo, Ineffa and others.
No, Ineffa's kit is only oriented to electro-charge teams and won't work with cryo.
