The Moonlit Watcher Quest Location
Go to the Cliffwatch Camp
The Moonlit Watcher is located in Cliffwatch Camp, which can be easily reached upon interacting with the Statue of the New Moon in the area.
Illuga and the Watchers can be found directly beside the Statue of the New Moon.
How to Unlock The Moonlit Watcher
Unlocked After Where the Moon Rises
Players can start this quest after they complete Where the Moon Rises which is part of the Archon Quest from Song of the Welkin Moon Act I: A Dance of Snowy Tides and Hoarfrost Groves.

Walk With Illuga
After meeting Illuga, he will introduce himself and show you around the Cliffwatch Camp.
Find the Missing Transport South of the Camp
After walking with Illuga to the top of the Camp, he will ask for your help in finding the missing transport.

Unlock the Barrier Using Kuuvahki Energy
After learning that one of Illuga's men is trapped behind the Lunar Conflux Barrier, you will be asked to help in breaking down the barrier.
Use the Suffused Mandragoras nearby and throw it at the barrier to break it. You need to throw three Suffused Objects at the barrier to completely break it.
Defeat the Monsters
After rescuing the trapped Lightkeeper, you will be ambushed by monsters. Deplete the Abyssal Corrosion by defeating the enemies.
During this battle, Illuga will join your party as a Trial Character, allowing you to use Illuga as a fifth party member.
