You can unlock All Is Foretold by completing the third act of the Song of Welkin Moon chapter, A Nation That Doesn't Exist!

Following the events from obtaining the Crimson Moon's marrow from the pocket space opened by Arlecchino, return to the base to reconvene with the rest of your group. Once inside, chat with everyone while waiting for Nefer and Lauma.

After listening to Dainsleif about Rerir and the rest of the Five Sinners, immediately head over the Curatorium of Secrets and talk to Nefer. Then, follow Nefer to the ceremony, to officially start a deep-dive into Rerir's memories.

Once the ceremony has begun and Nefer has teleported inside Rerir's brain, sit beside the office table and start looking through the files. These files contain the status of all the remaining members of the Crimson Moon Dynasty, which Nefer would have to go through to progress the quest.

Afterwards, stand up and look for Vedrfolnir, who's just outside, along the hallway. The Sinner in this cutscene will be just a voice, so simply exhaust the dialogue between Rerir and him to continue. Then, investigate the Black Mist in the Space, which contains another of Tholindis' memories.

Next, go to the training room where you'll spot of a bunch of wooden figures that you have to knockdown by hitting them with attacks. These figures are pretty flimsy, but you'll have to hit them constantly, until the voice has completed talking to you. Afterwards, two Black Mists will appear again, so simply investigate them apiece to continue.

Once completed, return to the office where another cutscene with Rerir and Tholindis plays out. The quest will ask you to head to the corridor, where Nefer will bring out a chess piece bearing the head of Thoth, which will overhaul the interface into a chess-like puzzle, that you have to solve to progress the quest.
To talk to Dainsleif on the chessboard, you'll have to move your chess piece until it reaches the marker. To do this, each movement of the piece costs 1 action, which you can replenish by landing on square with the floating green numbers.
