Sunset-Blue Obsidian Fragments can only be obtained from chests or Warrior Challenges that are originally found within the vicinity of the Collective of Plenty territory.
Natlan Interactive Map and Location
Fragments of the Sunset-Blue Obsidian Ring can be found by opening Precious or Luxurious Chests in Natlan. You will initially get Sunset-Blue Obsidian Fragments and three pieces automatically form one Sunset-Blue Obsidian Ring.
To make the search more challenging, you can only get Obsidian Fragments by chance, which means not all Precious or Luxurious chests you open guarantee a piece of Obsidian Fragment inside.
Obsidian Fragment and Ring Locations
Sunset-Blue Obsidian Fragments can also be obtained from Warrior Challenges within the area of the Collective of Plenty tribe. Completing a Warrior Challenge can grant you a Sunset-Blue Obsidian Fragment from the Precious Chest it rewards.
This is not guaranteed however and is still by chance.

Head to the north camp in Fallingstar Fields in Atocpan by using the teleport waypoint at either the west or east end of Fallingstar Fields.

A group of three baby Tatankasaurus can be found playing around a Secret Source Cannon. You need to destroy it to make all the baby Tatankasaurus go back to Urubamba.
A baby Tatankasaurus is seen being chased by a hilichurl. Defeat it to make the baby Tatankasaurus go back to Urubamba.
Another baby Tatankasaurus chasing a baby Tepetlisaurus near the Urubamba's camp. Interact with both of them to make them go back.
A baby Tatankasaurus getting harrassed by a bunch of hilichurls. Defeat all the enemies to make the Tatankasaurus go back to Urubamba.
A Matador Monetoo can be seen bullying a baby Tatankasaurus. Defeat the Matador Monetoo by Indwelling a Tatankasaurus nearby to make the baby Tatankasaurus go back to Urubamba.
A kidnapped baby Tatankasaurus being held in a small hilichurl camp. Defeat all the hilichurls in the camp to make the baby Tatankasaurus go back to Urubamba.
The location of the Tribal Secret Trove of the Collective of Plenty can be found near the tribe's Obsidian Totem Pole.
Facing the Reputation NPC, go into the pathway on the right and follow the path until you come across the Tribal Secret Trove gate on the left.
You can use the Sunset-Blue Obsidian Ring to activate the entrance to the Collective of Plenty's Secret Trove. Slotting in the Sunset-Blue Obsidian Ring removes the barrier that keeps outsiders from entering!
