To unlock An Air Race and an Alibi, you must have completed the previous subquest of From One Case to Another, Beat the Clock: 24 Hours!
Beat the Clock: 24 Hours Quest Guide
To start An Air Race and an Alibi, head to the central hub of the Flower-Feather Clan. Upon arriving, a cutscene will play and trigger the quest.
After finishing the cutscene, head to the starting point of the race by indwelling a Qucusaur, and riding the Phlogiston Wind Tunnel. Continue flying towards the peak of the cliff.
After arriving to the race's starting point, talk to Liwa to start the race whenever you are ready.

Like the training course in Incidents Are Ever Sudden, accelerate, and perform rolling dashes and plunges to pass through the obstacle hoops and complete the race.
After completing the race, land on the finish line and finish the cutscene to learn about the race's aftermath.
Afterwards, head to your right to search for Taruka at the indicated quest area.
Help Lamizana, who is being attacked by Iktomisaurs. Defeat all three to proceed.
After clearing the area of hostile Saurians, talk to Lamizana to learn about Taruka and Liwa's possible whereabouts.
With suspicions raised against you, escape from the scene to recollect your thoughts about what happened during the race.
After losing your pursuers, head back to the scene of the incident to start collecting clues about what happened during the race.
The quest area is small, so we recommend navigating the quest to follow the quest marker.
Upon arriving at the quest area, wait for your Saurian companion to appear and dig up a clue to investigate. This concludes An Air Race and an Alibi, and unlocks Farewell, Final Saurus Cracker.
An Air Race and an Alibi is a subquest of the quest, From One Case to Another, which can be started by collecting the Pyroculus inside an obstacle hoop south of “Masters of the Night-Wind”.
