They Once Walked the Starry Sky is located at Constellation Metropole, in the nation of Simulanka. A brand new limited time map introduced in Version 4.8.
You can unlock this quest by completing The Story Begins in a Forest Without Rain quest.
The Story Begins in a Forest Without Rain
After completing the The Story Begins in a Forest Without Rain Event Quest, you must wait until morning the next day (08:00 - 12:00) to start the They Once Walked the Starry Sky Event Quest. You can easily do this by changing the time from the main menu.
Go to the Forest of Blessings Rail Station platform, on the west part of the Forest of Blessings in Simulanka, where you will meet Cedule the Train Master, Wheel the Conductor, and Kirara.
Before departing the train station, connect the train carriages of the Maritime Express by going to one of the carriages at the end of the track and pressing the button to attach it to the train once the prompt on your screen appears.
Upon connecting the train carriages, talk to the conductor and prepare to depart to Constellation Metropole.
After waving goodbye to the forest dwellers, ride the Maritime Express to Constellation Metropole. Upon arriving at the Metropole Station, Kirara will not be joining you on your way to Constellation Metropole.
Kirara will stay around the Metropole Station and will unlock the quest marker for the Narration Footnotes Quest.
Upon arriving in the Metropole Station, go to the Gear Sky Ladder. Along the way you meet Bleufond, a panicking toy man, who is in need of help saving his friend Bleucher.
Turn the gear and save the toy man by attacking the constellation clockwork device only once to rewind the event and interacting with the oracle pillar to spawn a magical thread to save Bleucher.
After saving Bleucher, you will unlock the Flying Hatter's Trick and Metropole Trials, which are part of the Summertide Scales and Tales Event.
Summertide Scales and Tales Event Guide
After the events with Bleucher and Bleufond, go to the Sky Ladder, and hit the constellation clockwork device to activate the platform that will lead you to Constellation Metropole.
Go to Constellation Metropole and you will be welcomed by a bunch of toy guards and Navia.
Upon getting introduced as a close friend to the toy guards, follow Navia to the designated location where you will find a Scattered Star.
Go to the city's highest point and try to rescue all the Scattered Stars and the other toy guards from the enemies attacking the castle. You need to seek a total of three Scattered Stars around the Constellation Metropole after reaching the city's highest point.

1 | One of the Scattered Stars you seek is located in a staircase upon reaching the castle from the lowest point. You need let the toy guard open the door to the staircase for you. |
2 | Defeat all the enemies on the staircases. |
3 | Grab the Scattered Star in between the two staircases and a door will open on the top with a couple of enemies that will come out of it. |

1 | One of the Scattered Stars you seek is located over at the far end of the balcony of the castle. You will find a bunch of enemies trying to get the Scattered Star from two citizens. |

How to Seek the Scattered Star #3 | |

1 | One of the Scattered Stars you seek is located before the elevator that can take you to the city's highest point. But need defeat waves of enemies that are blocking the way. |
2 | Pull out the two guards from the left side first and then pull out the last guard on the right, which is the one stuck with the star. You can get the Scattered Star upon rescuing them from getting stuck on the wall. |
Turn the gear and capture the suspicious person, so that Captain Montagne can catch the Radical Citizen that stole the magical thread needed to connect the Oracle Pillars.
To capture the suspicious person, turn the gear, and use the Superglue Dispenser and the Clockwork Key to change the order of events and retrieve the Magical Thread.

1 | To capture the suspicious person, strike the Clockwork Key twice to cause the Radical Citizen to backpedal onto the pressure plate, activating the Superglue Dispenser. |
2 | Strike the Superglue Dispenser once to create an obstacle for the Radical Citizen to walk onto. |
3 | Let the scene play out. The citizen should trip and fall on the superglue, allowing the guard to catch up to them. |
Connect the Oracle Pillars to thread them into a specific shape by attaching the lines from pillar to pillar. The shape you need to make is the shape of a Primogem or a star. A cutscene with the Goddess of Prophecy will occur once you grab the Scattered Star at the middle.
You can seek help for answers from the Goddess of Prophecy about the Scattered Stars that are around the Constelaltion Metropole.
How to Connect the Oracle Pillars
After speaking to the Goddess of Prophecy at the city's highest point, you need to seek the Scattered Stars, a total of three stars, around the Constellation Metropole.
Note that this could also be done upon giong up to the city's highest point for the very first time.
After seeking all the Scattered Stars around Constellation Metropole, return to the highest point of the city and speak with Navia.
Upon speaking to Navia and Nilou about the Scattered Stars, Ride the Aerial Express with Navia at the highest point of the city.
Simply restore the stars to their positions by waiting for Navia to stop the train then interact with the glowing light near you. There will be a total of five stars to restore.
After the train ride on the Aerial Express, return to the city's highest point. It will trigger a cutscene with Nilou, Navia, two royal guards, and two citizens having a conversation about everything that happened.
They Once Walked the Starry Sky is a subquest of the quest, Summertide Scales and Scales, where you get to travel through a brand new location in Simulanka and help out seek all the Scattered Stars in Constellation Metropole.
They Once Walked the Starry Sky is the second part of the Summertide Scales and Scales world quest chain and is part of Version 4.8.
