Progress the Canticles of Harmony Quest

Genshin - The Shadow Over Petrichor - Go to the underwater Faded Castle

You will first meet Osse in Shadow Over Petrichor, the first subquest of Canticles of Harmony quest line.

You can then pet Osse during the Underwater Nocturne, right after talking to Boethius after this quest! You'll also notice that he's now called Monsieur Os, at Paimon's suggestion.

Cassiodor as Monsieur Os

When Cassiodor still inhabits Osse's cat body, you can spot a necklace dangling around his neck, as well as signs of Symphony glowing all over him. During this time, you can pet him as you like, but he won't show signs of happiness yet no matter where you pet him!
