    Why can't I activate the location 3? I'm in the correct location and I'm sure that I haven't done this. I don't see submit button; the bookshelf just freeze and I can't hold E to open the bookshelf.

    No you do not. You missed a bookshelf somewhere. Opening all the bookshelves gives the achievement Loved by Books.
