not really, he has arguably two styles - the CA one and the Burst NA ones. If you're using him as a CA main dps, the burst is just there occasionally and functions similar to yoimiya's E. and if running as a Burst dps, you wouldn't do CAs often, and focus on NAs
So as somebody who just got back into Genshin and seeing Sethos for the first time without really looking at his kit, he plays like Yoimiya?
Slingshot is arguably his best in slot but it's not even in the top 3??? I've been testing him on 4pc Desert Pavillion with much great results before he and his team (Fischl, Nahida, Baizhu- all 70 except for Nahida at 80) are even fully leveled/ascended. Please test him with that. Also Baizhu, Zhongli, or Kirara for shields (which negates the interruption issue) and Furina for support as options are not even mentioned here.

So yeah, basically: He's formerly 5* character, but after he give his essence to Cyno, his rank lowered to 4*
based OG leak he is not meta
4* DPS CA : fast casting CA, piercing shot, but unable to move E. Skill : Kujo Sara's skill, without ATK buff E. Burst : Yoimiya's infusion skill, but based on CA multiplier
Just hope his role is shield support, bcz Electro supports always filled by healer/battery
