Found in the Coupon Cafeteria
You can obtain the Welfare Meal from the Coupon Cafeteria. It can be found within the lively central area of the Fortress of Meropide!

Talk to Bran to Get a Meal
Simply approach the Clockwork Meka, Bran, and talk to them. You may claim a meal from Bran once a day only. They'll give a random meal each day so you'll have to wait for the next daily reset to receive another one.
How to Use the Welfare Meal
Consumable Item in Inventory
The item can be found in the Precious Items inventory. Since it has a one-time use, the Welfare Meal disappears after being opened, as it reveals the actual items inside it.
Gives the Fortune Slip and a Meal
When using the Welfare Meal, it gives the player a random dish or meal along with a Fortune Slip! Take note that each Fortune Slip will also have random quotes for the players to read.

Welfare Meal Hidden Achievement
Players can actually earn the Thanks For Your Patronage! hidden achievement from the Welfare Meals. This part may be somewhat tricky as these meals give random dishes. Be sure to check each day to earn a chance to open a free meal from Bran!
Obtain Two Meals that are Delicious
To earn this achievement, you have to get two delicious dishes on separate instances from a Welfare Meal! Once you do, the achievement should automatically unlock.
