You can enter the Fortress of Meropide through an elevator behind the Opera Epiclese during the Chapter 4: Act 3 Archon Quest!
Chapter 4: Act 3 Archon Quest Guide
You can enter the Fortress of Meropide by entering the Searchlight's Detection Range in the underwater area of the Liffey Region. After staying in the Searchlight for too long, guards will detain you and take you inside the Fortress of Meropide.
There is an underwater opening that leads to the Fortress of Meropide near the southern underwater waypoint in the Liffey Region. Simply enter the big pipe and get caught by an official on the way to enter the Fortress of Meropide!
You can find the Fortress of Meropide in the Liffey Region of Fontaine. Players will need to dive underwater to get to this underground location.
During the 4.1 Livestream, it's revealed that the Fortress will be heavily involved with 3rd or 4th Acts of the Fontaine Story Quest. We'll update this section when more information has been revealed!
The Fortress of Meropide's map has 6 Levels, each corresponding to a certain area within the Fortress. Despite being a massive prison with a maze-like structure, there are only four Waypoints inside the Fortress, and one of which is Hidden!
The upper-most level of the Fortress that we get to first visit only during the Archon Quest Chapter 4, Act 3. The lift from the Reception Area connects directly at the entrance behind the Opera Epiclese.
The Dormitory Block is the next level beneath the Reception Area, but it's technically part of the floor where the Administrative Area is located. The Dormitory Block also has the Administrative Area Waypoint, located south of the Fortress!
The Dormitory Block houses your cell, the Mail Room and Infirmary, and the Rift of Erosion.
The Administrative Area is the floor below the Dormitory Block, which you can access by either teleporting to the Administrative Area Waypoint then jumping down, or by teleporting to using the Fortress icon in the minimap!
This area acts as the main hall of the entire Fortress, where notable areas like the Coupon Cafeteria, Rag and Bone Shop, Pankration Ring, and Wriothesley's Office are located!
The Production Zone Upper Level is directly located below the Administrative Area, but it can only be reached through the lift from the Production Zone Lower Level!
The Production Zone Lower Level has its own Waypoint to easily access it but, alternatively, you can use the lift in the Administrative Area located just past the Pankration Ring to get to this level.
The Abandoned Production Zone is the lowest level of the Fortress, and is where the Drive Valve mechanism is located. This valve opens to four locations, and one of which, is the Geode Mine Shaft, where the hidden waypoint of the Fortress is located!
Do take note that you can only unlock the Geode Mine Shaft and its waypoint by doing the Unfinished Comedy Quest Line, specifically the Eye for an Eye subquest.
Like any other prison, the Fortress of Meropide provides meals to its inmates via the Coupon Cafeteria. Each inmate is entitled to one Welfare Meal a day, which includes a free meal and a fortune slip.
With enough Credit Coupons, Travelers can purchase additional meals of their choice!
The Fortress of Meropide also comes with a merchandise shop, Rag and Bone Shop, where Travelers can purchase a variety of items in exchange for Credit Coupons.
Some of these items can even be used to achieve victory in the Pankration!
The Pankration, or Pankration Ring, is an underground ring in the Fortress of Meropide that serves as its primary source of entertainment. It may be a place where Travelers can put their skills to the test!
The Fortress of Meropide is not without its own share of tricky and mind-boggling puzzles and mechanisms! Within the Fortress lies several Energy Transfer Terminals and Cipher Codes to test your puzzle solving prowess!

The Drive Valve mechanism is also a puzzle to solve within the Fortress, located in the Abandoned Production Zone! Its most notable use is during the Unfinished Comedy Quest Line!

The administrator and warden of Fontaine's prison is none other than Wriothesley. It's said that the Duke protects the weak while keeping the exiled troublemakers at bay with his intimidating looks and powerful fists.
After getting into power, Wriothesley introduced new reforms to the prison, which created communities and culture amongst the convicts.
The Fortress is not just a prison but also a growing community of exiled criminals. They work through labor to get supplies, buy from shops, and facilitate busy work while imprisoned.
Apart from serving as housing for Fontaine's convicts, the Fortress of Meropide is also where the majority of Fontaine's Clockwork Mekas are created.
Inspired by the steampunk aesthetic, the prison is filled with bending pipes and steel to give a sense of the soltitude and bleak lifestyle of the Fontaine criminals.
