Relic Records Creations of the Hydro Nation is an event in 4.0 where you must collect Fontaine local specialties and items unique to the region. You must also defeat Fontaine-based enemies to get rewards!
How to Unlock 4.0 Relic Records
To unlock Relic Records: Creations of the Hydro Nation, you must reach Adventure Rank 20 or above and unlock any Fontaine Statue of the Seven! The nearest one is in the Romaritime Harbor near the Realm of Farakhkert in Sumeru.

Fontemer Aberrant is an underwater enemy, so you must defeat it using borrowed underwater abilities. The best so far is the Armored Crab's Ability that gives you a shield and damages any enemies close to you!

To defeat any Clockwork Meka enemy it's best to use a combination of Cryo and Hydro to freeze them in place as you dish out additional DMG!

How to Beat a Breacher Primus
Freeze the Breacher Primus enemies using a Cryo or Hydro enemy so they're movements are restricted and you can dish out more DMG on them!

To beat a Tainted Hydro Phantasm, you must defeat it using either Dendro-reactions or attempt to freeze it to stop its movements!

How to Beat Constancy of Change
Talk to Maillardet before you start on the challenge to change the enemy's mode. ''Dirge of Coppelia'' is a mode that features Copellia's anemo skills. ''Nemesis of Coppelius'' showcases Coppelius' Ice skills! Beat both modes to get the rewards.
How to Beat Shattered Armor
In Stage 6, you must defeat the Emperor of Fire and Iron with Hydro Characters and destroy its Twin Molten Horns to get the rewards! Here's the full guide on how to beat it:

View the Items to Look for in the Event Menu
Check out the event menu for the materials you need and the enemies you must face. You can also review the details of the items and enemies you need!
Head to the Collection Sites
The event can guide you to suggested locations on the map for certain materials and enemies. It will appear as a marker in the image of a book and once you get close to it, your minimap will show you the locations of the materials you need!
However, if you happen to pass by the needed materials as you explore, you can still get them and it will still be counted in the event.
Find and Collect the Marked Items
When you get to the location, you can begin looking for the necessary items for the challenge. You can also check your mini-map to see where the items are. Collect all of the items till you reach the required quantity and complete the challenge!
