xingqiu also works better than yelan in certain times especially if you have him at c2. Fiscal and kuki are quite literally the only good electro characters and honestly speaking their not the most versatile like xinqgiu is. Raiden is not worse than kuki in hyperbloom, the only thing kuki has over her is Sheilds but with enough brute you can get through it and raiden has higher atk speed and range which is very useful. Raiden can work very well as a replacement for fiscal in aggravate.
zhongli works in way more teams then that, just take a look.
kuki, fiscal, yae only work in specific teams that’s why I’m saying raiden has high value, she can fit into all of them and even if not the best, still performs super good.
I’ll agree that maybe yelan should be in neuvillettes place but raiden would still be in the top 5. I would not recommend a healer even if she’s hydro over a character that can take on many roles especially if you don’t have the resources or knowledge to build a specific one. It’s why she is still used a lot, she is good for newer players and low AR and is hella strong.

not to mention the only good 4* hydro is xq. getting another xq but 5* like yelan is always better for your account. meta for abyss and exploration. while for electro, the 4* fischl and kuki shinobu perform better than the electro 5* for same roles.
because your account will never go wrong with more hydros. but where electro nowadays? kuki is carrying in hyperbloom teams.
zhongli also considered versatile but his meta teams only hu tao and c0 neuvillette. sometimes tighanari team.
versatile enough just to fit but not the best at the job. sounds familiar to this one character who got hated for being versatile.
Why would you go for yelan when you have a 4 star who can perform better at certain times? Why go for a healer when some dps want a sheilder and 4 star heals are more than enough? Just like you said, raiden can be used into a second comp if your other electro is occupied and since she’s more versatile she can work into anything you want. Simple as that.
because she has high value and can fit into anything you want.
for the last time, I’m not saying raiden is BiS for every single thing and that’s not why she is in the top 5.

most of the time you play two dendro anyway and when I say he’s BiS for dendro I mean as in the bets healer since he also buffs it. His application isn’t even that fast honestly and unless you don’t know how to do rotations, it’s almost always enough for teams to get by. His main role isn’t even application but oh well.

baizhu isn’t always bis for Dendro, his off field app isn’t enough to underlay Dendro Aura as solo Dendro in HB and his on field app is clunky and he only functions as a straight upgrade over Yaoyao in Spread, Cyno, and most Furina teams. Kok isn’t better because she heals, shes better since shes a hydro character with the best off field AoE hydro app with good driving potential ALONG WITH HEALING. I’m not saying she’s better than Yelan, but she’s definitely more valuable than Raiden
yelan at least can do her best role off field, enable double hydro, can go to the other team when your xq is taken by different team.
her bis set, emblem literally screams "play me as burst dps" and she must be onfield to do that.
hyperbloom has kuki shinobu. clorinde is coming soon and might beat raiden at some teams.
raiden is only bis for her own c2 hypercarry team lets be real. and only her dedicated mains gonna bother themselves getting her to c2 to make her viable carry. rational isnt the best national variation. dendro teams and taser prefer fischl-miko.
