You can repeatedly invite Raiden Ei to a Genius Invokation battle once you reach Player Level 2! You must use a Match Invitation Letter when inviting her for the first time.

Strategy Against Ei's TCG Deck
Stop Bursts Using Fozen
In order to win this duel, make sure that Ei will never have the opportunity to use her Burst at all by Freezing her in her tracks. Your main point of counter-insurgency is Mona's Elemental Skill and Ayaka's Cryo abilities.
It would also be wise to have Keqing in the party for emergency purposes. You can either start the battle with Mona to set up Hydro reactions, or start with Keqing's Elemental Skill to put a Lightning Stiletto in your deck for future use.
As for Support Cards, it's good to have cards that enable quick and free swapping like Leave It to Me! and Changing Shifts. It will also be wise to manage your Energy using cards like Calx's Arts and Starsigns.
