To unlock The Omnipresent God, you must have first completed, Duel Before the Throne quest, the seventh part of Archon Quest Chapter 2: Act 3.

Once you're by the entrance of the Tenshukaku, however, the Resistance has already pushed forward on Gorou's and Kaedehara Kazuha's lead. At the same time, the Raiden Shogun will appear behind you to slash you with the Musou no Hitotachi, which Kazuha will block.
Enter the Plane of Euthymia once more and talk to the Raiden Shogun. After a brief dialogue with the Shogun, fight her in the for the last time.
The fight with the Raiden Shogun during this time is a lot similar with the first time you fought her during the Amidst Stormy Judgment quest. Only difference is that there will be two phases during this fight.
In this phase, once three of your characters are down or when you've at least, managed to bring the Shogun's HP bar by a quarter, she will enact the Vision Hunt Decree. A cutscene will then follow, featuring Yae Miko.
Upon entering this phase, all of your characters will fully restore their health. They also gradually replenish their lost HP and are automatically revived when their health completely goes down.
Once you've gotten out of the Shogun's Plane of Euthymia, talk to Paimon about everything that happened inside the Shogun's consciousness.
The Omnipresent God is the eighth part of Omnipresence Over Mortals Archon Quest. Omnipresence Over Mortals is the third act of the second Archon Quest chapter.
