To unlock the first Festival Anecdotes quest, you must first unlock the 2023 Lantern Rite event. You are required to reach Adventure Rank 28 and complete Chapter 1 Act 3 Archon Quest for the event.
The Interlude Chapter Act 1 Quest and Yelan's Story Quest are also prerequisites for Lantern Rite 2023, but can be skipped with the Quick Start function.
The Exquisite Night Chimes Part 2 quest is unlocked after completing Part 1. Similarly, The Exquisite Night Chimes Epilogue quest unlocks after you complete Part 2.

The Traveler meets an Adeptus disciple, Yaoyao, and a Fontaine musician, Dvorak, in Qingce village while out on an errand for Zhongli. The musician tells the pair about his ancestor's tale of the fairy lady by the lake.
Both the Traveler and Yaoyao agree to help him ask about the legend. Eventually, they also propose the idea of a music festival at the upcoming Lantern Rite. In the quest, the Traveler ends up helping with festival preparations.
The Exquisite Night Chimes Part 1 Guide
The quest to find the lady of the lake continues, with the Traveler and Paimon visiting various Adepti like Ganyu and Cloud Retainer to inquire about the legend.
It is revealed that the lady in the legend is none other than Madame Ping. The tune she played was something she had created with her dear friend Guizhong, a god who perished during the Archon Wars.
The Lantern Rite Music Festival is celebrated in earnest. Hu Tao and Xinyan perform the opening act, while Dvorak leads an orchestra as the main show. Old and new friends alike come together to honor those who have fallen.
The Exquisite Night Chimes Part 2 Guide
Hu Tao invites the Traveler to a Lantern Rite feast with her friends; Chongyun, Xiangling, and Xingqiu. She also managed to invite the elusive Vigilant Yaksha, Xiao, and her employee, Zhongli.
A certain bard from Mondstadt known as Venti also makes an appearance as a surprise guest.
