You can repeatedly invite Tighnari to a Genius Invokation battle once you reach Player Level 2! You must use a Match Invitation Letter when inviting him for the first time.

Strategy Against Tighnari's TCG Deck
Take Out Cyno ASAP
Tighnari will try to constantly apply Dendro to your active characters while dealing chip damage with Clusterbloom Arrow and Collei's Cuilein-Anbar, but the nuking starts when he switches to Cyno and trigger those Quicken reactions.
Try to slowly deal damage to Cyno while he's on standby using Superconduct or similar reactions, then finish him off with your strongest card (Razor for the recommended cards above) when he switches to Cyno!
This will break Tighnari's combo as he won't be able to trigger Quicken anymore, making it much easier to beat his remaining character cards.
