A Main DPS Character who specializes in Elemental Reactions like Alhaitham is the best choice to equip Light of Foliar Incision, as he scales well with Elemental Mastery, CRIT, and Attack stats.
Other than Alhaitham, the Light of Foliar Incision can be used by any character that can Infuse their sword with an element such as Keqing and Ayato.
There are also special cases where characters who are being supported by units that can enable Elemental Infusions (such as Candace) may be able to make use of this weapon.
