Kimiya can be fought in an Open World Match, which means you have to go to Sumeru City in Sumeru in order to find and talk to them.

NPC Location and Duel Guide for TCG
There's not much going on with Kimiya's deck aside from its efficiency in setting up Elemental Reactions to deal massive damage. However, you can simply bring an Anemo character to Swirl and shred their Shields off to stun them for one round.
Since their base HP is just 4, Piercing attacks is also another effective way to deal damage in AoE to finish Kimiya off easily.
