You can get Timaeus Card by dueling with Timaeus after reaching Player Level 2, and completing their Challenges Objectives.

If your deck originally includes at least 6 Artifact cards, you will randomly also draw 1 Artifact Card from your deck.

When playing an Artifact Card: If possible, spend Transmutation Materials equal to the total cost of the Artifact and equip this Artifact for free. (Once per Round)

Genshin - Dynamic Skin Shop

You can buy Timaeus card's Dynamic Skin for 1400 Lucky Coins from the Card Shop at Player Level 5. Open the Dynamic Skin tab in the Cat's Tail tavern shop menu and search for the skin under the same category!
