The Geochanter Bracer is involved in the "The Discarded Insignia" quest which will only unlock after you complete Summertime Odyssey Act VI.
The Geo Fatui as well as the Electrohammer Vanguard, Hydrogunner Legionnaire, and the Mirror Maiden have quests related to them!
The Discarded Insignia Quest Guide
After you defeat the Hydro slimes around, you can dig near the hole under the shell to get a Common Chest! This won't let you to talk to him though.
You can find the Geochanter Bracer underneath the large shell in the starting isle.
