To fully enjoy the event and quests, you need to complete the sub-quest of Chapter 2: Act 1 Archon Quest, Ritou Escape Plan, and the Raiden Shogun's Act 2, Kokomi's Act 1, and Ayato's Act 1 Story Quests.
If haven't you done those story quests before, you can use the Quick Start instead. This will allow you to play through the event even without completing them!
The True Tales of the Violet Garden: Act 1 Quest is the first part of the Legends of the Kasen quest chain, which details The Five Kasen's Splendor.
