The Shriveled Seed completes the Mysterious Clipboard 10 treasure hunting puzzle from the Static Views quest. You will also need to complete Dream Nursery and checking the mailbox in Vanarana to access the 9th and 10th photos.

During Part 2 of Static Views, the Shriveled Seed will vibrate if you're near the treasure location, as it acts like a proximity detector.

You get the Shriveled Seed by opening a chest in The Chasm's Main Mining Area. There's more to it than just going to the location and opening a chest though!

I guess the answer is in Sumeru. Khedivde doesn't relay any info about it. (can't even ask about it) There are loads of Sumeru reference within Chasm Underground so wouldn't be surprised. May end up a quest key item.
