Complete The Chasm Spelunkers in order to open the second area and unlock this quest! The Chasm Spelunkers is part of The Chasm Delvers Quest Chain. After that, head to the Underground Waterway and talk to the Fatui Skirmisher, Anton!
The Chasm Spelunkers Quest Guide
You encounter a group of Fatui who have lost contact with their troops on the ground. But they don't seem combat able at all and even ask for your help...

| 1 |  Talk to the Fatui Skirmisher: Anemoboxer Vanguard, Anton, in the mines of The Chasm near the Underground Waterway |
| 2 |  Give any of the highlighted food to the Fatui. Anything you give will prompt a fight afterwards, regardless of food type. |
| 3 |  Defeat the Fatui enemies that will attack you. |
| 4 |  Head to the Ad Hoc Main Tunnel and check the supply station. On top a table, you will find a document you can read. |
| 5 |  Defeat the Treasure Hoarders that appear. |
| 6 |  After defeating the treasure hoarders, you will get a note from Yanbo. |
| 7 |  Head back to Anton to give the note and complete the quest! |
