The reason Xiao scales with this set has nothing to do with his normal attack getting buffed by his burst - He scales off of atk, thats all.

>>38 Do not use this set for Neuvillette. Unless you are playing a normal attack neauvillette, you do not need atk. As neuvillette scales off of HP, crit and, dmg bonus, use a set that gives one of these three, NOT attack. Remember if you decide to get a set that boosts dmg bonus that it should be hydro dmg bonus, all elemental dmg bonus, (general) dmg bonus, or charged attack bonus.

Neuvillette would also fit for this artifact as his burst generates water droplets for his charged attacks which also further drains his hp constantly and also healing

This artifact set synergizes very well with the Hydro-aligned Traveller. Their Hold Skill consumes HP every second to grant Suffusion, which increases the damage of the skill by a percentage of HP. At the end of the Skill, they release a Torrent Surge, which has high ATK scaling (+ HP.) The 4pc set boosts Torrent Surge's damage by a lot, while also boosting their Burst. Furthermore, the large ATK% boost allows one to reach diminishing returns for ATK, so you can focus on HP substats.

nope, because the boost only activates when youre losing hp in elemental burst mode, fir hu tao its exactly the opposite, she regenerates hp while in burst mode.

This artifact have a great chance to be the best artifact for burst hypercarries like razor or even cyno. But they wasted it by only making the passive only work with xiao
