Head to Asase Shrine and talk to Neko.

Genshin - Neko is a Cat The Children - Find the Children
Neko will ask you to look for two cats, Hachihou and Konbumaru within a time limit.

Genshin - Neko is a Cat The Children - Hachihou
Hachihou will be by the seashore, on the beach to the right when facing the Asase Shrine.

Genshin - Neko is a Cat The Children - Konbumaru
Konbumaru will be directly behind the Asase Shrine, on top of the huge tree trunk.

You can climb the tree beside it and glide to get to the center of the tree trunk.

Genshin - Neko is a Cat The Children - Talk to Neko Again
After finding both cats, go back and talk to Neko again to end the quest.
