Baal, the Raiden Shogun is the Electro Archon governing over Inazuma. She is the youngest of the Seven and is one of the second generation of the Archons.

With the Vision Hunt Decree, she is currently having all visions seized from anyone inside Inazuma to have them offered to a statue of the Thousand-Armed, Hundred-Eyed God.

As the god of Eternity, she believes that the Vision Hunt Decree will secure her rule for eternity even more.

It is revealed that Raiden Shogun is actually named Ei. She is the successor of the last Electro Archon who was named Baal, her twin sister. Ei is usually found meditating in the Plane of Euthymia while the body of the Raiden Shogun is actually a puppet with it's own separate consciousness.

baal is the same age as makoto, shes just been an archin for 500 years

ei's the twin sister of makoto, the original electro archon, which would imply that they were close in age. she is also mentioned to have ruled *alongside* makoto. thus, ei should have been alive for at least a couple of centuries before the cataclysm that occurred 500 yrs ago, making her older than lesser lord kusanali.
