The Sound of Discord is a Festive Anecdotes event quest, only playable during the Windblume Festival event. The quest is unlocked during Festive Anecdotes: Act III, which is only available after completing Ode to Flower and Cloud.
Windblume Festival Event Guide
Vile has caught wind of some concerning news and would like you to go and investigate.

| 1 |  Talk to Vile, who is located near the statue of Barbatos, to begin the quest. |
| 2 |  To to the marked area in Mondstadt and look for the suspicious person. He'll inform you of the location of a Treasure Hoarder camp. |
| 3 |  Go to the Treasure Hoarder camp and eliminate the Treasure Hoarders. |
| 4 |  After eliminating the Treasure Hoarders, return to Vile to finish the quest. |
The suspicious person with a package can be located near the Angel's Tavern and near Shiliu.
