To unlock the Equivalent Exchange World Quest, you will need to talk to Viktor in the Favonius Cathedral after completing the Tales of Winter commission. You will only need to complete this commission once.
How to Unlock Daily Commissions
To get better chances of completing Tales of Winter, you can set Mondstadt as your preferred region to do Commission Quests in! You can accomplish this by using the Adventurer's Handbook.

| 1 |  Go to the Mondstadt Cathedral and talk to Viktor. |
| 2 |  Head to the Good Hunter and talk to Sara. Choose the option: “Do you sell any Mondstadt specialties?” |
| 3 |  After the conversation, cook a Satisfying Salad and give it to Sara. |
| 4 |  Talk to Flora and ask her, “Do you sell any Mondstadt specialties?”. Answer Yes to her question about Dandelions. If you answer No, you'll have to gather Dandelions. |
| 5 |  Head to the Angel's Share and talk to Charles. Ask him, “Do you sell any Mondstadt specialties?”. Afterwards, you'll be sent to gather ingredients. |
| 6 |  Go to the designated areas and clear the Hilichurl Camp. The item will be obtained after doing so. Then, defeat the Slime reinforcements. |
| 7 |  Return to Charles and talk to him again. |
| 8 |  After obtaining the three specialties, return to Viktor. You'll have to talk to Viktor three times and give a Mondstadt specialty each time. No specific order is needed. |
The quest may reach a minor block if the current objective of the quest is to talk to an NPC that's needed for other quests. To proceed, be sure to clear the needed objectives of any other quests first.

Just got it today. Been waiting months. Oddly enough, it wasn't until I switched to random daily quest that I got it. Keeping it in mondstat never got me anything. But I screwed it up. I didn't get the achievement because I completed it once and now it's gone
