she is SS in the c6 list. I think the only reason for the S is, that the list displays 5 stars only with c0 and c1, except standard banner chars
at c2 she is SSS at c0 she is already leagues better than zhoongli so SS and move zhongli down to A tier at best

By far citlali is leagues better than zhongli, go to any theory crafting site and everyone will pick citlali over zhongli any day of the week
tf u mean aggressive enemies, if Ur not one rotating shit then it's either Ur using a zhongli, or Ur using a trash teams, most meta teams one shot/one rotate most enemies so enemies won't even have a chance to attack dummy

You mean the best? People underestimated Zhongli for being a *DPS loss* in the past but more and more of them starting to find out that dodging and being staggered is also a form of DPS loss, this is true especially for recent abyss where a lot of enemies are aggressive.
and chloride is mid at c0, Raiden at c0 can be main dps, driver in national, hyper loom teams. And Raiden at c0 is alr proven to be better than a c0 chloride, only way for chlorine to catch up is get her Sig or cons
