Mona needs her C4 to be good, other characters is too weak or have no use

FYI The best standard 5-stars are Tighnari, Jean, and Mona, so if you're missing one of these I'd pick up that one. In terms of cons, Mona's C1 gives a 15%dmg bonus to vaporise, which is really good! Jean's cons are really nice too, and Dehya's cons do help a lot with her personal damage. Imo, pick whoever you want to buff most!
Don't give a damn about the arguments below or the new chars. Just give me an answer, which C1 should I take when Nod-Krai releases: Mona, Diluc, Jean or Dehya? I like Dehya the most, but she's so weak like bruh.
