You can get a Prismatic Severed Tail by defeating the Radiant Moongecko. The Radiant Moongecko is a world boss added in Version 6.4 Luna IV.

Radiant Moongecko is located on the northern side of Nod-Krai, in the underground area in Wavechaser Plain.

Players can reach the boss's location by either teleporting to the waypoint north of the Statue of Seven in Wavechaser Plain or the waypoint at the right side of Favonius Keep.

By all logic, a lizard that has evolved to such formidable strength should no longer face the threat of natural predators. Yet it still retains the instinct to shed its tail in a bid for survival. Perhaps in an age when moonlight blanketed the land, even more terrifying predators once prowled this place.
