What is Project Stuzha?
Unknown Project by the Harbingers
Project Stuzha was first brought up in Arlecchino and Tartaglia's conversation during Arlecchino's Story Quest.
It is currently unknown what the project entails, but it involves the Fatui Harbingers and is led by Pantalone, Pulcinella, and Pierro. According to Lyney, the Project has something to do with the Fatui's strategic plan for the future.
Involves Arlecchino and the House of the Hearth
After the events of Fontaine's Archon Quests and the House of the Hearth successfully obtaining the Hydro Gnosis, Pantalone and Pulcinella have decided to give Arlecchino and the House of the Hearth the 'honor' of playing the key role for Project Stuzha.
However, during Arlecchino's Story Quest, Arlecchino and Lyney think that The Regrator and The Rooster gave the 'honorable' role in order to keep the House of the Hearth in check as it makes them uneasy that there is an intelligence organization that they can't control.
Connected to the Term Mistilteinn
At the tail end of Nod-Krai's Archon Quest Act 8, Columbina mentioned that the term Mistilteinn often comes up when Project Stuzha is involved.
What the term means for the Project is currently unknown as Columbina only overheard the word when she was still affiliated with the Fatui.
Possibly Related to Capitano
In Nordic stories, Mistilteinn is a sword that belonged to a king named Thrain, who became a living corpse.
Thrain is Capitano's real name, who is currently merged with the Lord of the Night after the events of Natlan's Archon Quests. It is possible that he may play a role in the project in some capacity due to the Mistilteinn term's involvement.
Will Occur in Snezhnograd
According to Lyudmila and Mikhail in Mondstadt, Project Stuzha is about to kick off and will occur in Snezhnograd, which is the capital city of Snezhnaya.
According to Flins, the city has recently become quite industrialized, and it's a place with never-ending blizzards and a beautiful night sky. It is also likely that this is where the Zapolyarny Palace is located, which is the palace where the Tsaritsa currently resides to rule Snezhnaya.
