Talk to Verna
Talk to Verna who's just standing near the Teleport Waypoint and facing the statue. Proceed with the dialogue and she'll ask you to throw fragments and open the sealed sanctum.

Light Bathed Platform of Hiisi Island
Echoes of an Unfinished Past is located at Hiisi Island, in the nation of Nod-Krai. You can reach the quest location by using the Light Bathed Platform Teleport Waypoint where the objective marker is.

Echoes of an Unfinished Past Walkthrough
Throw Fragments To Open The Sealed Sanctum
Pick up the fragment next to Verna and throw it at a glowing target on the left wall. A short cutscene happens after this and you'll unlock the sanctum.
Follow The Track
Proceed with the dialogue and a Moonlane will appear. Ride it and you'll reach the entrance of the sanctum.
Unlock The Mechanism Seal
To unlock the mechanism's seal, you just need to ride the Moonlanes that appear. While riding the Moonlanes, you'll also encounter pillars that you need to pull down. Do this until you reach the very end and another cutscene will occur.
Enter The Court of the First Edict
After the cutscene, you can now enter the Court of the First Edict. You'll also get a two Exquisite chests and a Luxurious Chest for your efforts.
Investigate The Court of the First Edict
Upon entering the Court of the First Edict, Verna will ask you to investigate it with her. Go near the small pool of water and interact with it, then a Moonlane will appear. Ride the Moonlane to the very top and you'll meet Aila.
Investigate The Sword Aila Left Behind
Talk with Aila and proceed with the dialogue. She will leave behind a sword that appears in the small pool of water from earlier. Approach it and after the dialogue happens, you can pick the sword up.
Exit the Court of the First Edict
After picking up the Moonweaver's Dawn sword, leave the Court of the First Edict and finish the dialogue to complete the quest.
